Funding Opportunity for River Restoration Projects

A new grant scheme for wetland and in-river restoration measures in the Test & Itchen catchment is open for bids for projects valued between £3,000 and £50,000. The Ecological Resilience Programme is managed by the Test and Itchen Catchment Partnership Working Group. It is funded by Southern Water as part of their obligations to provide a programme of mitigation and compensations as a condition of their Middle Itchen abstraction licence renewals. 

What is the Ecological Resilience Programme?

The programme aims to address ecological pressures within the River Test and Itchen and their tributaries that are preventing them achieving good ecological status under the Water Framework Directive measures or a favourable SSSI/SAC condition on the River Itchen or favourable SSSI condition on the River Test.

About the Fund

The fund is a renewal of the successful Drought Resilience Fund, but with wider criteria for applications. We are waiting for confirmation about whether funding will continue in future years. If it does continue, criteria may change in subsequent years.  This year, applications that provide match funding are more likely to be successful but match funding is not a precondition for applications.

Guidance for Applicants

Project Criteria

Projects will need to meet the following criteria:

  • Improve the ecological resilience of the Test and Itchen catchments to catchment pressures, not just in low flow or drought conditions.
  • Strengthen relationships between delivery partners and catchment stakeholders
  • Address pressures that are preventing the achievement of Water Framework Directive good ecological status of both the River Itchen and the River Test, or favourable SSSI/SAC condition on the River Itchen and favourable SSSI condition on the River Test, as set out in the relevant Favourable Condition Tables (Please refer to Appendix 2 of the Terms of Reference)
  • Environmental monitoring will be an important element of successful projects to inform the understanding of catchment pressures and ecological measures needed for improvement. The baseline monitoring will also be an important metric for post implementation monitoring.

Suitable Projects for Funding

Suitable projects could include (but are not limited to):

  • daylighting of river reaches
  • tree/vegetation planting to increase shade cover of a river reach
  • restoring natural river process such as narrowing of river channels, installing berms or deflectors or realigning where reaches have been modified
  • improving fish or eel passage by removing barriers to migration
  • improving river flow dynamics with the removal of in-river structures that are causing backwater impacts and suboptimal river habitat. 

It is also recognised that the land management adjacent to these river channels may affect the quality of the in-river habitats and, as such, will be considered.

Priorities for Funding

Priority will be given to those projects which best address the objectives of the Test and Itchen Catchment Partnership Ecological Resilience Programme.

Projects that can demonstrate secured match funding and sustainable outcomes following the completion of the project are more likely to be successful.

Who Can Apply

Applicants do not have to be a member of the Test & Itchen Catchment Partnership but must be endorsed by a member of the group. The Test & Itchen Association is a Member and can help with endorsement and championing of project applications.

The TICP Ecological Resilience Programme fund may be used as match funding for projects that have already secured part funding from other sources.

Application Timetable

Deadlines for applications for grants for the remainder of the year are:

 Q2 Closing date:  5th June for consideration on 12 June

Q3 Closing date:  4th September for consideration on 11 September

Q4 Closing Date:  4th December for consideration on 11 December
